Is there a shortage in PC parts right now?

Manufactures are finding it very hard to produce parts nowadays, many have started to ration chips, i was a video where same 16 GB RAM performing poorly because the manufactures have reduced the micro chips in them, it’s still has the same capacity but it doesn’t function better like the previous model.
